How 11.1 GB was arrived at
4 GB covers the stack at rest, every container the project ships included. 250 users at 20 MB each adds 4.9 GB, giving 8.9 GB. Adding 25% headroom so the machine is not run at its ceiling gives 11.1 GB, and the smallest plan at or above that is the Basic 16 GiB with 16 GB.
Disk works the same way: 20 GB to begin with, plus 0.05 GB per user, so 32.5 GB against the 320 GB the plan includes.
